Q: I live in Florida. In 2004 I was charged with a felony which resulted in a withhold of adjudication. I believe this case was sealed? In 2009 I was charged with another felony but this charge was dropped and shows as a Nolle Pross. Is there any way to have this second case removed from my record?

The only way to find out if the charge was sealed is to get a copy of your criminal history. You may want to get that anyway to be totally certain of your legal status when applying for jobs.
